HJR1021 - A CONSTITUTIONAL AMENDMENT PROVIDING THAT A MONUMENT OR STATUE SHALL NOT BE PLACED UPON THE STATE CAPITOL GROUNDS UNLESS AT LEAST TWO HUNDRED THOUSAND QUALIFIED ELECTORS OF THE STATE SIGN A PETITION IN FAVOR OF THE PLACEMENT.
