HR1003 - THE ARKANSAS HOUSE OF REPRESENTATIVES DECLARES THAT AN EMERGENCY EXISTS IN OUR STATE AND IN THE COUNTIES WITHOUT PUBLIC DEFENDER SYSTEMS, AND URGES THE QUORUM COURTS OF THOSE COUNTIES TO TAKE IMMEDIATE ACTION TO INSTITUTE A PUBLIC DEFENDER SYSTEM.
