AN ACT FOR THE DEPARTMENT OF EDUCATION - ARKANSAS BETTER CHANCE FOR SCHOOL SUCCESS PROGRAM GRANTS AND AID APPROPRIATION FOR THE 2003-2005 BIENNIUM.
